State requirements for handling controlled substances and precursor chemicals that differ or
conflict with the federal Drug Enforcement Agency's requirements create difficulties for interstate
drug distribution. Drug product scheduling and other controls should be accomplished at the
federal level. HDMA opposes state legislation and regulations setting different controlled
substances schedules and varying controls on precursor chemicals.
